President

The President of the Supreme Court presides every activity of the institution: approves the internal regulation and the structure, issues orders and directives of an administrative nature, supervises the administration towards the fulfillment of their duties, directs the United Colleges, appoints the judges into chambers/colleges, employs and dismisses legal assistants as well as the judicial administrative staff, requests and administers the annual budget of the Supreme Court of Albania.

zaganjori  The President of the Supreme Court

Mr. Xhezair Zaganjori was born on March 9th, 1957 in Shkodër.
He graduated from the Faculty of Law at the University of Tirana in 1981. Since than he has been working as a lecturer of International Public Law, European Law and Human Rights Law at the Faculty of Law of the University of Tirana, the School of Magistrates as well as the Institution for European Studies in Tirana.
From 1992 to 1997, Mr. Zaganjori has been the Ambassador of the Republic of Albania in the Federal Republic of Germany. In 1998, he obtained a PhD in “legal studies”, and 2009 he is became a “Professor”.
From 1998 to 1999 is he has contributed as a scientific collaborator at the Max-Planck Institute, on International Law and European Law studies, in Heidelberg, the Federal Republic of Germany.
Since 2001, he is a member of the Court of Conciliation and Arbitration of the Organization for Security and Cooperation in Europe (OSCE), in Vienna.
Prof. Dr. Zaganjori is the author of several scientific articles and books in Albania and abroad, and he is also an active participant in various International Congresses and Conferences held in the country and abroad.
Mr. Zaganjori was appointed Member of the Supreme Court, by decree no.8065, dated 22.03.2013, after exercising his duty as Member of the Constitutional Court from the year 2003, up to the beginning of 2013.
He was appointed Chief Justice of the Supreme Court on 24.04.2013, by decree no. 8120.

President’s Cabinet

The advisors of the President of the Supreme Court assist him/her through providing recommendations of a legal or administrative nature on matters that are of an interest to the Supreme Court. The cabinet carries out any other task that they are assigned with by the President of the court. The legal assistant of the President fulfills the same duties as judges’ legal assistants based on the provisions of the organic law and the internal regulation on the organization and functions of the Supreme Court of Albania. The secretary of the President acts in accordance with the President’s guidelines.
