Member of the Supreme Court
Ilir PANDA was born in Tirana on August 8th, 1962. He completed a law degree at the Faculty of Law, University of Tirana in 1986 and has also completed several postgraduate qualifications, which were organized by the Albanian, European and U.S. institutions. He carries the title of “Doctor”.
He has worked in several areas of the justice sector such as prosecution organs, Directorate for Codification at the Ministry of Justice, lawyer, lecturer at the Albanian School of Magistrates and other higher education institutions. He has served as Minister of Justice during 1999-2000 and Vice-Chairperson of the High Council of Justice between 2003-2007.
He has participated as author in several working groups for the drafting and review of legislation, drawing up of commentaries, handbooks, bulletins, and in important projects in the field of law, as well. He is the author of several articles in field of law in several scholarly and professional journals, and various translated works, as well.
Mr. Panda has served as Legal Advisor to the People’s Advocate of the Republic of Albania, national expert of UNICEF, Council of Europe and other organizations. He has been a member of High Council of Justice from 2002-2007, a member of Council for Higher Education Institutions, a member of the Board of Directors of “Intesa Sanpaolo Bank Albania”, and a member of the Sport Arbitration Council.
He was appointed judge to the Supreme Court by decree no. 11454, dated 11 March 2020 of the President of the Republic.
