PERIKLI
ZAHARIA (POLLOSHI), Justice of the Supreme Court, was born
in Tirana, on January 7, 1955. He is married and has two
children. He received a Law Degree from the University of
Tirana, Faculty of Law in 1977. He has been Public Solicitor
from 1977-1979. He was appointed Judge at a District Law Court
in 1979-1983. From 1983-1986 was an inspector at the Supreme
Court of Albania. He served as a Clerk to the Parliamentary
Standing Committee and as a jurist to the Presidium of the
People Assembly of Albania (Legal Office) from 1986-1991 and
from 1991-1993 he was Head of Parliamentary Clerks and Legal
Advisers. He practiced law from 1994-1996, and was Head of the
Albanian Lawyers’ Group of Human Rights from 1994-1996. From
1995-1996 was Director of Judicial Decisions Reporting Project,
funded by the U.S. Government and editor of the magazine
"Jurisprudence". He was a Legal Adviser at the Court of
Cassation from November 1996 to October 1998, and was appointed
as Chancellor of this Court by the President of the Republic in
October 1998 to June 2000. He was one of the experts that
drafted the Constitution of Albania, member of the working group
for approaching the Albanian laws to the European Convention on
Human Rights, and one of the drafters of the Constitutional Law
“The Fundamental Human Rights and Freedoms in the Republic of
Albanian”. He teaches “Constitutional Law” at the Albania
Magistrates’ School since 1996 and on.
The President of the Republic, by the Decree no. 2678, dated
July 6 2000, nominated him member of the Supreme Court of
Albania. He is a member of the Consultative Council of European
Judge (CCJE).
